he Newborough Neighbourhood Plan was independently examined earlier this year and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum.  The Borough Council agrees with the Examiner’s report and agreed to progress the Plan to Referendum via an Executive Decision on 28^th July 2016.

The referendum takes place on Thursday 15^th September.  In Newborough the polling station is: All Saints Church.

Deposit locations of Plan and background documents:

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Newborough Parish Council has submitted its draft Neighbourhood Development Plan (Neighbourhood Plan) to East Staffordshire Borough Council.  In accordance with Regulation 16, the Borough Council would like to invite comments from organisations and individuals on the submitted Neighbourhood Plan.  This ‘publicity’ consultation period lasts 6 weeks and runs from Wednesday 13^th April 2016 to Friday 27^th May 2016.

Newborough Parish Council undertook consultation on earlier drafts of their Plan, the most recent being between 15^th October and 26^th November 2015. Comments made to the Parish Council from this consultation helped inform changes to the document now submitted to East Staffordshire Borough Council.  The Neighbourhood Plan, written by a group made up of members from the community and from Newborough Parish Council, proposes a number of policies on heritage, housing, open space and traffic management.  

The Neighbourhood Development Plan is split into four main documents:

• Newborough Neighbourhood Development Plan
• Basic Conditions Statement
• Consultation Statement and Appendices
• Strategic Environmental Assessment (SEA) Statement

It is the responsibility of the Borough Council to collate all the representations and pass them on to an independent examiner, who will look at them and the Plan documents when assessing whether the plan meets the legislation and can therefore proceed to referendum.

The Steering Group considered all comments received at the initial Regulation 14 consultation in early 2015. They have now published revised policies and are consulting on these from 15^th October to 26^th November 2015. This is a re-running of the “Regulation 14” stage of the preparation process.

Along with ten other parishes in East Staffordshire Newborough was designated a Neighbourhood Area in December 2012 and was also awarded £20,000 of front runner money to assist the parish in writing the plan.
