Outwoods Neighbourhood Plan has now been “made”

On 17th August 2015, East Staffordshire Borough Council’s Cabinet resolved that the Outwoods Neighbourhood Plan be “made” and it now formally becomes part of the Borough Council’s Development Plan. It will be used to guide planning decisions in Outwoods parish.

Outwoods Neighbourhood Plan gets a “Yes” Vote at Referendum

On Thursday July 23rd voters chose to say “yes” to the Neighbourhood Plan becoming part of the Borough’s Development Plan, to be used in deciding planning applications in the Parish. 89% of those voting said “Yes”  (511 people) voted “Yes” and 11% (61 people) voted “No”. There was reasonable turnout of 30.2%. Outwoods Neighbourhood Plan Referendum – Thursday 23rd July 2015

The Outwoods Neighbourhood Plan was independently examined earlier this year and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum.  The Borough Council agrees with the Examiner’s report and voted to progress the Plan to Referendum at the Cabinet meeting on 15th June 2015.

Outwoods Neighbourhood Plan Examination

The Outwoods Neighbourhood Plan has recently been examined by independent examiner John Mattocks in March 2015. Neighbourhood Plan Submission

Outwoods Submit Their Plan to East Staffordshire Borough Council

In accordance with section 16 of the Neighbourhood Planning (General) Regulations 2012 East Staffordshire Borough Council hereby invited feedback from organisations and individuals on the Outwoods Neighbourhood Development Plan.  The consultation period lasted for 6 weeks and ran from Wednesday 7th January to Wednesday 18th February 2015.

A draft version of the document underwent consultation in June to August 2014 by Outwoods Parish Council. Comments made to the Parish Council from this consultation helped inform changes to the document submitted to East Staffordshire Borough Council. The Neighbourhood Development Plan, written by Outwoods Parish Council and working group proposes a number of policies on housing, transport and the environment.

The Neighbourhood Development Plan is split into three main documents:

It is the responsibility of the Borough Council to collate all the representations and pass them on to the independent Examiner, who will look at them and the plan documents when assessing whether the Plan meets the legislation and can therefore proceed to Referendum.

Outwoods Parish Council have published their Draft Neighbourhood Plan for consultation. The consultation period ran for 6 weeks from Saturday 21st June to Saturday 2nd August.

Designation

Along with ten other parishes in East Staffordshire Outwoods was designated a Neighbourhood Area in December 2012 and was also awarded £20,000 of front runner money to assist the parish in writing the plan.
